In the time since the complaint was made (and blatantly whitewashed), we have learned a little more and had a few insights. None of this was anything to do with Northumbria Police, of course. They have ticked their boxes and declared the matter closed.
Right at the start of the process, Chief Superintendent Ged Noble told my father that a case study could be created so that Northumbria Police would be able to learn from the incident. The use of the word 'could' is notable. This sounded like a statement of intention but turned out to be just a case of 'providing information about the complaint process'. Noble never committed himself to anything but did manage to give the impression he was sympathetic and that something was going to be done.
Of course, that was the point.
When I asked about the case study the question was ignored. It is quite clear there was never any intention of doing more than manipulating us into dropping the complaint. I have revisited the matter and added some additional thoughts, effectively creating the case study Northumbria Police should have. The original pages are retained as a sub-menu.
